PATRIOT Act sails through Congress

Correction: As Copeland pointed out, the PATRIOT Act was passed with two votes to spare in the House (I miss the Hammer) - so I misused the word "sail." I appreciate that Mr. Copeland brought this to my attention.

The 280-138 vote Tuesday evening was just two votes more than needed under House rules requiring a two-thirds majority to pass legislation handled on an expedited basis.

Winning by two votes isn't exactly "sailing" through Congress.
